Cast options shown on browser extension are not consistent with Cast menu in the ChromeOS

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 9202.51.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.100 Safari/537.36
Platform: 9202.51.0 (Official Build) beta-channel samus

Steps to reproduce the problem:
1. Cast some content from browser or app
2. Click on Casting options from Chrome browser
3. Click on casting options from ChromeOS Settings

What is the expected behavior?
When clicking on cast menu from ChromeOS right menu, the casting options should be the same as the ones you get from the chrome browser casting extension (for example: adjust volume, music player options, etc...)

What went wrong?
There is no consistency between the casting options shown in the cast menu in the ChromeOS right menu and the casting options shown in the browser casting extension. See attached image.

A use case is for example. If the user wants to adjust the volume of the casting device, he needs to open a browser and click on the extension, instead of being able to do it so directly from the cast menu in the ChromeOS right menu.

It's not reasonable to reproduce the entire Media Router UI inside the system dialog; it would be a never-ending task to keep the two up to date and a source of constant inconsistency.

Instead, suggest we add a "DETAILS" link next to the active device, which when clicked will open the MR dialog.

jdufault@ - can you tag this with the correct component on the Chrome OS side too please.
