Flag emoji take up extra space and become decomposed by line wrapping when contained in an element.

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2924.87 Safari/537.36

Steps to reproduce the problem:
Test case URL: https://jsfiddle.net/avf95mbr/4/

Wrap individual flag emoji in containing elements, e.g. <span>

What is the expected behavior?
Bounding box should remain unchanged and composition of the flag should survive line wrapping

What went wrong?
The glyphs take up extra space and when the line wraps become decomposed into their country name letters.

Other composed-emoji, e.g. skin tone modified, or family &zwj; sequences are unaffected.

Does this work in other browsers? Yes

Chrome version: 56.0.2924.87  Channel: stable
OS Version: OS X 10.12.3
Flash Version: 

I'm not sure if this is only an issue on Mac with Apple Color Emoji. Will try to reproduce on Windows with Segoe UI as well. Firefox doesn't show this behaviour on Mac.

Jungshik, any idea whether ICU line breaking should handle this automatically, or do we need custom code for this?
