CSP - An error page should be displayed when a navigation is blocked because of a form-action.

When a form submission is blocked by the form-action directive, the navigation is currently ignored.
It might be interesting or not to display an error page instead, mainly when a new window has been opened for the navigation and nothing seems to happen for the user.
