Can't put [ ] on german keyboard in console because it's now a switch panel shortcut.

Steps to reproduce the problem:
1. Open Dev Tools
2. Open Console
3. Try [] on german keyboard. It's ALT GR + 8 or 9.
4. No input, just panel switch.

What is the expected behavior?
This []

What went wrong?
The shortcuts?!

Did this work before? Yes 56

For some reason the fix wasn't back-merged to the stable 57.
It's fixed in the next release 58.0.3006.0.
