Steps To Reproduce:
(1) https://chrome.google.com/webstore/detail/videostream-for-google-ch/cnciopoikihiagdjbjpnocolokfelagl
(2) Click "Add To Chrome"
(3)

Expected Result:

Web App installs.

Actual Result:

Web App won't install.
A popup shows: "An error has occurred".  "Download interrupted".
A mole shows: "The server could not find the file.  From clients2.google.com".


How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)

Always.

Note: 
The same link works on a Linux x86 Desktop (56.0.2924.87 & 57.0.2987.98), and on an x86 chromebook.
On both, the App installs and starts without crashing Chrome.

What is the impact to the user, and is there a workaround? If so, what is
it?

Cannot install this App.
