Surface Pro 4 Initial startup 2 finger scroll lag (Smooth scrolling at Default)

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.98 Safari/537.36

Steps to reproduce the problem:
1. Start the Chrome application
2. 2 finger scroll down any webpage using the tab or tabs from startup, scrolling will be erratic with delays

What is the expected behavior?
Scrolling works as expected if:

1. The Chrome window is minimized and brought to the front again

2. Restore down/Maximize the window

3.Opening a new tab after startup

4. Opening a new page from the bookmarks toolbar

What went wrong?
Only seems to happen when scrolling with the Surface Pro 4 type cover touchpad. (Precision touchpad)

This does not happen on my ordinary laptop using a regular synaptics touchpad.

Did this work before? N/A 

Chrome version: 57.0.2987.98  Channel: stable
OS Version: 10.0
Flash Version: 

Tested in Edge, no scrolling delay from startup tabs, works as expected.

A minor issue but it would be great to know what the underlying cause is, if anyone with similar hardware configurations would care to reproduce it, thanks.
