scrolling is extremely slow/laggy/unresponsive on this website

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.98 Safari/537.36

Steps to reproduce the problem:
all types of scrolling (including touchscreen) are incredibly laggy/slow/unresponsive on the website http://impactiv.fr . I tried it in Edge and did not have this issue

No lags here. Try recording a timeline profile [1], save it to a file, upload it to the online timeline viewer [2] and post the link here please.

I tried to do that but I can't seem to get it working, but there's nothing unique about the computer I'm using, it's just a Surface Pro 4. If anyone has or knows anyone with a Surface Pro 4 they can try to reproduce. The difference in scroll responsiveness on that website between Edge and Chrome is very large. I'm using the 64-bit version of Chrome, Windows 10 version 1607

I'm also seeing extremely laggy / weird scrolling on some pages, for example some search on Twitter. I'm on Dell XPS 13 with a precision touchpad, tried in both Chrome stable (57) and Canary (Version 59.0.3045.0 canary (64-bit)).

Steps to reproduce:

1. Visit https://twitter.com/search?q=chromium&src=typd
2. Scroll down to load a couple of "pages". Between 5-10 pages should be enough.
3. Scroll with two fingers.

Using arrow keys is fine, and also, strangely enough, Twitter's main feed is fine. I can only observe this on the search page (and some other large pages like GitHub's PR diff view).

BTW, I tried to site from the original post, http://impactiv.fr, and it is certainly not good but the Twitter search page is even worse for me, quite significantly.

This looks like the same issue as in  bug 686596 , the trace (attached) shows the same pattern of wheel events getting backed up on a busy renderer. This should be helped by latching (issue 526463) so that we can collapse the backed up wheel events together.
