Security: I'm able to create account by giving used phone number for security confirmation

Issue description

Hi Team,

I found below issue while creating my gmail account.

Issue: I'm able to create account by giving used phone number for security confirmation.

steps to reproduce:
1. Go to create gmail account page
2. enter all details without mobile number in phone field
3. Mobile number will ask for security verification,
4. Enter mobile number and select 'send SMS'----It's stopped as phone number is already used----Expected
5. But now select Voice call option for same number and continue-----Now it's accepted the same number we used earlier..

Howdy, this is the bug tracker used by the Chrome team for tracking security issues in the Google Chrome web browser.

The issue described isn't a security bug in Chrome, and this doesn't sound like a security bug of any sort (as creating an account with an incorrect phone number is not a vulnerability).
