devtools tab switch shortcuts prevent from typing square brackets

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.98 Safari/537.36

Steps to reproduce the problem:
1. On a French keyboard layout
2. Open dev tools
3. Try to type `[1]`

What is the expected behavior?
[1] is typed

What went wrong?
the first key, using Alt + 5 on a frenc keyboard layout, make the tabs switch to the left

Did this work before? Yes 56

For some reason the fix wasn't back-merged to the stable 57.
It's fixed in the next release 58.0.3006.0.
See  issue 683140 .

Er, the actual duplicate is  issue 685674 , which is reported to be fixed according to  https://crbug.com/685674#c6
