[Findit] Implement IRC Client

This cl is based off of https://chromium-review.googlesource.com/c/463909/

The client connects to irc and joins a channel then is available to send
either private messages of mesages to the channel.

As this is optional, I'd leave it out as not a blocker so that I could close the meta bug.

But I think we still want this feature, because more people are on IRC besides the sheriffs. Some folks are very helpful so that they could take action as well if they see such findings.
