Collect weekly metrics on how reverting CLs work for sheriffs |

Issue descriptionThe metrics should be query by week. Wanted metrics (also prioritized) at this milestone: 1. # of reverts by Findit 2. Latency compared to sheriffs (When there is already a revert, how long Findit is behind) 3. # of false positives (Reverting CL was not committed, and the culprit CL was not reverted by another CL ?) 4. # of tree closures (talk to stgao@ before start) Optional metrics, if not done in this milestone, we should file a separate bug for them: 5. # of reverts by sheriffs (derive detection rate based on this and 1 above)
