Issue description

subject says it all, we need to somehow label the street address

this is especially bad because <paper-textarea> is intentionally hiding the label for some reason with aria-hidden="true", so even navigation with stuff like VoiceOver+left/right doesn't give me any context

attached: screenshot of what this looks like for single-line <paper-inputs> (which have nice descriptions and groupings)

this is a problem in <paper-textarea>.  i mighttttt patch chromium's local copy, because i have a hack^Wfix for the way that chrome uses this element, but it might not be appropriate for all polymer users.

this also only affects those using native shadow DOM.

I'm no longer working on Chrome, and unlikely to fix any bug I'm currently assigned.

So this bug doesn't languish, I'm unassigning myself.
