Add GetPrinterByUri functionality to PrinterManager

cups_printer_detector.cc implements a lookup of a printer by uri by querying all printers from printersmanager and scanning through.  This functionality probably belongs in an API function in PrintersManager

Status: WontFix (was: Assigned)
Stable usb printer ids makes this obsolete -- we just look up by id now.
