[Culprit-Finder] Reuse code among dashboards.

Issue description

Right now, findit has 3 dashboards and predator has 2.

There are some duplicate code across those dashboards. For example the get start_date and end_date. And also later we may share the paging code.

We should extract some utility code into dashboard_util to share.
