see "[chromium-dev] What's up with MSAN?" -- I suppose the next step is to move the msan bots from memory.full to memory?

If I hadn't happened to see that the bot cycled red again (https://codereview.chromium.org/2630773002/#msg89) it probably would've been red for a while again, so it'd be good if sheriffs could own that bot. I don't think it's very high maintenance, it catches 2-4 bugs per month or so.
