Issue descriptionChrome Version: 58.0.3029.12 Platform: 9334.5.0 (Official Build) dev-channel panther Firmware: Google_Panther.4920.24.26 What steps will reproduce the problem? (1)Connect both the monitors to the device (1080 (primary monitor) & 4k) and sign in (2)Stay in any mode (Extended or Mirror) (3)Unplug & Plug the 4k secondary monitor What is the expected result? No Flickering should be seen What happens instead? Bad refresh rate and the screen flickers (tried with different resolutions, still see the same). Please use labels and text to provide additional information. 4k Monitor - HP Z 32x-HSTND-9081-A Was able to repro 3/5 times. For graphics-related bugs, please copy/paste the contents of the about:gpu page at the end of this report.

I can repro it in all these scenarios: 1. unplug/plug 2. Reboot 3. Suspend/Resume the device
