[A11y Assessment - Omnibox] Secure page info dialog missing button label

Issue description

Chrome Version: 57.0.2955.0
OS: Chrome

What steps will reproduce the problem?
(1) Enable ChromeVox
(2) Navigate to bankofamerica.com, or any page that would trigger the secure page info in the omnibox
(3) Press Alt Shift T to place focus in the toolbar, then Search + Right until you get to the secure button, press enter. 

Press Search + Right to navigate through the items in the dialog. Notice that the close button is missing a label - just speaks button. We need to add the label "close" to this.

Hello,

This is now fixed. I am resolving this bug as verified. 

ChromeOS Version 64.0.3246.0 (Official Build) canary (64-bit)
Firmware Version Google_Samus.6300.174.0

Steps I used:
(1) Enable ChromeVox
(2) Navigate to bankofamerica.com, or any page that would trigger the secure page info in the omnibox
(3) Press Alt Shift T to place focus in the toolbar, then Search + Right until you get to the secure button, press enter. 

I pressed search + right and listened as the close button was spoken.
