[A11y Assessment - NTP] Issues with enable Ok Google dialog |

Issue descriptionChrome Version: 57.0.2955.0 OS: Chrome What steps will reproduce the problem? (1) Enable ChromeVox (2)Press Ctrl T to open the NTP (3) Navigate to the mic icon for voice search. If I haven't yet enabled ok Google, the dialog opens that says "say okay google to start a gvoice search....." and has two buttons. However, focus doesn't behave intuitively here. Once this is open, my focus should be stuck inside the dialog until I make a choice -- either to enable it, press no thanks, or press escape to close it. Right now, it opens and then I can continue navigating throughout the page with Search + Right, and this is confusing. Also, once it opens, my focus should go into the dialog directly, but instead I need to navigate through other parts of the page first, the tiles, and then I reach the dialog items. This is super confusing if you can't see the screen, since you might think you've enabled the feature and then try to say ok google to voice search, but in reality you haven't done anything yet.

"Okay Google" hotwording has been removed, see bug 755579. I believe that makes this obsolete?
