[CVox] Notification center issues |

Issue descriptionChrome Version: 57.0.2955.0 OS: Chrome What steps will reproduce the problem? (1) Enable Chromevox (2) Go to a page with images and download an image (3) Press Alt Shift N to get to the notification center to view notifications Observe a few things: 1) There is too much verbalization about the download. I heard multiple alerts of the same thing. 2) Once you go to the notification center, the navigation seems strange. I can only get to certain items with Search + Right, and then I hear "unknown" when I reach the section with the downloaded item. However, I can use Search + up or Down to get into that notification. This just seems inconsistent and the user wouldn't necessarily know to do that.
