[A11y Assessment - Omnibox] Search Google is not in proper navigation order

Issue description

Chrome Version: 57.0.2955.0
OS: Chrome

What steps will reproduce the problem?
(1) Enable ChromeVox
(2) Press Alt Shift T to place focus on the toolbar and then press Search + Right to navigate forward


The order when navigating the toolbar goes reload, home, address in search bar, THEN search google (when it is there). The order should follow the same visual order - Search Google and then the address in search bar.
