If ChromeVox is enabled, focus highlight should toggle should be dimmed

It doesn't make senes to allow focus highlight to be enabled, if ChromeVox is already enabled.

If ChromeVox is not enabled, and focus highlight is enabled, enabling ChromeVox should override focus highlight (i.e. turn focus highlight off).
