[A11y] Need a way to show password when entering wifi password

Issue description

When you go to join a wifi network that requires a password on a Chromebook, a dialog appears with an edit field. There is one checkbox below the text entry field that is for "share this network with other users". 

We should add a second checkbox right above or below that is unchecked by default, but would allow users to "show password". This is extremely helpful, and also needed for accessibility purposes. This is generally a more user friendly way to handle passwords, especially if they are complex and a user wants to check the input. It's also really important for screen reader users to be able to review the input, instead of just hearing "dot, dot, dot" from the screen reader. Most other operating systems do support this functionality already. 

Albert, any idea who might be able to take this on if others agree it's needed and there are no privacy objections?

There should be an icon to the right of password field that looks vaguely like an eyeball. This should toggle the visibility of the password.

I checked and the button is keyboard focusable.

If that is missing or not working, please reopen this.
