telemetry_perf_unittests failing on Android bots due to timeouts |

Issue descriptionhttps://build.chromium.org/p/tryserver.chromium.android/builders/android_n5x_swarming_rel?numbuilds=200 this seems to be blocking the CQ; the test is going over 20 minute which is the timeout for this test.
