100vh different from window.innerHeight

Issue description
Chrome for android Version : 56.0.2924.8
What steps will reproduce the problem?
(1) Create a page with body {height:100vh}
(2) It happens ONLY if you use a PWA (everything is fine if you use the browser directly). Set display: fullscreen in your manifest
(3) Compare body height with window.innerHeight in console
What is the expected result?
round(100vh) == window.innerHeight
What happens instead?
100vh > round(window.innerHeight) result in extra scroll when you have a page container with min-height: 100vh
Please provide any additional information below. Attach a screenshot if
possible.
