Regression : "Delete Offline files" Dialog box is seen missing in chrome://md-settings

Chrome Version: 58.0.3029.12/9334.5.0 dev channel Daisy,Candy,Paine and Quawks
OS: Chrome

What steps will reproduce the problem?
(1)Sign into user -> Go to chrome://md-settings/storage page
(2)Now try to click on "Offline files" option and observe for "Delete Offline files" Dialog box(please refer video and screenshot)

Expected: Should be able to click on "Offline files" option and "Delete Offline files" Dialog box should be seen

Actual: Instead "Delete Offline files" Dialog box is seen missng i.e. unable to click on "Offline files" option 

This is Regression issue as same is working fine in 57.0.2987.100/9202.51.0 dev-channel Quawks

Status: WontFix (was: Assigned)
This is WAI.
When we don't have any offline files, the dialog box will not be shown.
For this spec change, see  Issue 678383 .
