What steps will reproduce the problem?
(1)Sign in chrome>> Navigate to chrome://md-settings
(2)Now try to enable toggle button in Bluetooth section and Observe people section

Expected: No flickering should be seen.
Actual: Instead, flickering is seen in people section of chrome://md-settings which is below Bluetooth section.

Note: 
1.This flickering is seen in all the sections (like On start up,Privacy and security,Language and input) which are just below the toggle buttons.
2. Flickering is seen only while enabling toggle button.

This is regression issue as no flickering is seen in 57.0.2987.94/9202.50.0 beta channel quawks.
