Drop down is over-sized on changing font size to 'Very Large' in chrome://settings.

Chrome: 59.0.3037.0 (Official Build) 9018c99b7f73801b958f5079f68a8fda1519f480-refs/heads/master@{#455955}(32/64-bit)

OS: Windows(7,8,8.1,10) Linux(14.04 LTS).

1. Launch chrome, go to chrome://settings/appearance.
2. Change font size to 'Very Large' and Observe drop down for 'Font Size'

Actual Result: Drop down is over-sized.
Expected Result: Drop down size should be same as drop down menu.

This is a non-regression issue appearing in M-59 from build #59.0.3034.0

Note: Not observed on MAC

The actual vs expected screenshots are not equivalent. The dropdown menu needs to grow to accommodate the "Medium (recommended)" string.
