Add FetchMore to Content Suggestions Mediator

This CL adds a FetchMoreSuggestions methods to the ContentSuggestionsMediator,
returning the more data for a section.

ContentSuggestions collection adds items with animation

This CL changes the ContentSuggestions collection to add items with an animation
instead of reloading the entire collection.
