En/Ja input switch doesn't work in AccessNow environment

Issue description

Chrome version: Stable 56.0.2924.110 (9000.91.0), Beta M57, Dev M58
Chrome OS Platform: Multiple, including Minnie, with Japanese keyboard

Buttons to switch English/Japanese input ("英数/かな", "英数", "かな") does not work within Ericom AccessNow environment. It can change ChromeOS input, but does not change IME within Windows virtual desktop (see pic1.png).

Customer found this issue started since they updated ChromeOS to M56. I confirmed in my local environment that M55 is not affected but M56 is.

Steps to repro:
1) Login on Chromebook with Japanese keyboard
2) Open AccessNow Windows virtual desktop (ex. from https://ashisuto.ericom.com/Welcome.html)
3) Press buttons "英数/かな", "英数", "かな" to switch input

Other details
- Ctrl+Space shortcut does not work in M55 or M56
- Issue is similar to  crbug.com/631929 , but I am filing a separate bug since this issue only occurs on M56 and above.

Asked customer to contact Ericom, but they haven't replied back since then. I am closing this as Archived until we have more reports.
