Regression: Hovering action on captured screenshots appears weird after docking devtools to bottom

Chrome version: 59.0.3037.0 (Official Build) 9018c99b7f73801b958f5079f68a8fda1519f480-refs/heads/master@{#455955}-32/64 bit
OS: Windows(7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6, 10.12.1)

Steps:
1. Launch Chrome, open devtools on NTP and go to Performance section, check 'Screenshots'.
2. Reload the page, let the recording finish and dock devtools window to bottom
3. Now hover the mouse over Screenshot and observe

Actual: Unable to see I beam pointer and captured screenshots overlaps screenshot area after hovering the mouse at bottom dock position.

Expected: Should be able to see I beam pointer and captured screenshots should not overlap screenshot area on hovering the mouse on recorded screenshots at bottom dock position

This is a regression issue, broken in 'M-59', will soon update the other info:

Using the normal bisect providing the bisect results,
Good build:59.0.3033.0 (Revision: 455023).
Bad build:59.0.3034.0  (Revision: 455336).

You are probably looking for a change made after 455292 (known good), but no later than 455303 (first known bad).

Note :Able to reproduce the issue in Win 10.0,Ubuntu 14.04 & Mac 10.12.3 and Able to reproduce in latest Canary #58.0.3035.0
Unable to give the per revision bisect due to more CL's are coming.So providing normal bisect.
