Regression: Shift+Tab won't navigate back between links

Issue description

Chrome Version: 59.0.3035.0
Chrome OS Version: 9352.0 - self-built from ToT
Chrome OS Platform: VM


Steps To Reproduce:
(1) open www.google.com
(2) hit TAB a few times, the focus moves between clickable items
(3) hit Shift+TAB

Expected Result:
focus moves backwards between clickable items

Actual Result:
focus stays on the same item

How frequently does this problem reproduce? Always

What is the impact to the user, and is there a workaround? If so, what is
it?
No workaround. Makes it hard to navigate when for some reason the mouse is not available. Maybe also a problem for a11y.

This works on 59.0.3054.0 build.

It's working for me too on 59.0.3068.1
