What steps will reproduce the problem?
(1) Open new tab page
(2) Deselect View > "Always show toolbar in full screen"
(3) Full screen Chrome
(4) Click in "Search Google or type URL" box

What is the expected result?

 Toolbar becomes visible and cursor types into the omnibox.

What happens instead?

 Toolbar becomes visible and then immediately hides again, leaving no text entry field focused (so I can't type).
