Consider exposing "time remaining" as a param in rAF |

Issue descriptionA "time remaining" parameter to rAF, analogous to rIC. This could help developers (eg. game developers) in certain situations to make decisions and budget based on the time remaining param. When I was discussing this previously, I think we were talking about devs wanting to render fancy graphical effects in their game if there's extra time available. Exposing time remaining would be a reasonable way of exposing this.
