Chrome context menu doesn't show "open new tab" when non-Chrome browser is default

Issue description

From some testing with AGSA I think we're missing the behavior in this slide (https://docs.google.com/presentation/d/1C-4SWw9MNw_7sntYSU6pKLK0avsTU8YiIXraByH6_Ws/edit#slide=id.g1aa98e086c_0_110)

After setting my browser to, e.g. Firefox it should show "Open in Firefox" in the context menu.

I think we have this function implemented, but to have it updated, you might need to force the Chrome to stop, then context menu should be updated.

The idea is this behavior related to retrieve the default browser and we put this in the startup handler of Chrome. When to populate the context menu, CCT only request the info retrieved before. So restarting Chrome will force the handler to update the default browser info.
Oh yes, that's right. I think we discussed awhile back -- makes sense.

I tried force-stopping Chrome though and I actually didn't see it trigger. Does it need to be a MAIN intent startup?

WAI -- I was using Chrome stable since another browser was set as the default!
