webkit_tests failing on 2 builders

Builders failed on: 
- WebKit Win10:

Something to do with used/unused rule offset. Since this is only on Win10/7 I wonder if we should the same as 699573?

Looking at https://test-results.appspot.com/dashboards/flakiness_dashboard.html#testType=webkit_tests&tests=inspector-protocol%2Fcss%2Fcss-get-rule-list.html this appears to have flaked in the same way on a Mac bot, so probably not specific to Win (just more likely to trigger there.) Something timing-sensitive or so?
