Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.87 Safari/537.36 OPR/42.0.2393.94 Steps to reproduce the problem: 1. Lock workstation or disconnect from RDP session 2. Unlock workstation or reconnect to RDP session 3. Intermittently, Chrome windows in the taskbar reshuffle hundreds of times very rapidly What is the expected behavior? There should be no change in the taskbar What went wrong? The browser is unusable until the reshuffling finishes Did this work before? N/A Chrome version: 55.0.2883.87 Channel: stable OS Version: 10.0 Flash Version: The duration can last for a few seconds or up to a couple of minutes. I first recorded the issue in version 53 but I seem to recall it happening on versions earlier than that. I have seen it on 3+ computers.

Here is a video file with a full reproduction. 1. Log in to windows user account 2. Double click on Chrome shortcut and using ctrl-shift-n open 5-10 windows. 3. Click on switch user 4. Log back into original user 5. Chrome goes crazy

Unable to reproduce the issue on Windows 10 using chrome latest stable version-58.0.3029.81 as per steps mentioned in comment#7. Able to view all the chrome windows without any abnormal behavior. bugreporter1050@, Could you please check the issue by upgrading chrome to latest stable version & let us know your observations on the same.
