Chrome doesn't show when user doesn't see latest page offline copy

Steps to reproduce the problem:
1. download page few times
2. downloads
3. open later copy than latest one

What is the expected behavior?
Displaying:

Viewing OLD offline version of this page

or smth similar - with many files user can miss, that has got something later on disk

What went wrong?
there is displayed:

Viewing an offline version of this page

Did this work before? No
