Download search doesn't handle normalized strings |

Issue description
Steps to reproduce the problem:
1. go into page with text with national chars in the title (for example "łąka")
2. download page
3. go into downloaded files
4. search for text without national chars ("laka")
What is the expected behavior?
"laka" finds pages with "łąka", "Łąka", etc.
What went wrong?
Search is not done on normalized strings
Did this work before? N/A
Chrome version: 59 Channel: canary
OS Version: 6

Could you give few additional information for below queries ? 1) Url of the web page 2) Keyboard language you have used 3) Does it happening only in downloaded web page or it happened in live page also 4) Any other precondition needs to be set for reproducing this issue.

Interesting thing - I haven't seen email about comment #2 from May 12, chars mentioned in #0 are in Polish language, there are no special preconditions
