1. Go to https://cloud.google.com/video-intelligence/
2. Select "Animalsgs://cloudmleap/video/next/animals.mp4"
3. Video plays
4. Look at the time

What is the expected result?
It is "00:00:07 / 00:01:38"

What happens instead of that?
It should be "0:07 / 1:38"

I think we should apply same logic as YouTube.
