Regression: [DevTools] 'Folder exclude pattern' text in 'Workspace' goes behind the textbox after resizing devtools.

Issue description

Chrome Version: 57.0.2987.98 Revision f87f641e0af5bfed98578e340f1d5ca79651bf82-refs/branch-heads/2987@{#802}
OS: Windows(7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6, 10.12.1)

What steps will reproduce the problem?
(1) Launch chrome, open devtools on NTP and resize to right left.
(2) Navigate to 'Settings' section and click on 'Workspace', observe.

Actual: 'Folder exclude pattern' text goes behind the textbox after resizing devtools.

Expected: 'Folder exclude pattern' text should not goes behind the textbox after resizing devtools. 

This is a regression issue, broken in 'M-57', will soon update the other info:

Good Build: 57.0.2975.0
Bad Build: 57.0.2976.0

You are probably looking for a change made after 442137 (known good), but no later than 442138 (first known bad).

Note :Able to reproduce the issue in Win 10.0,Ubuntu 14.04 & Mac 10.12.3 and Able to reproduce in latest Canary #58.0.3035.0
Adding Release Block-Stable for this issue.Please remove if not the case.
