Remove (or standardized) the prefixed Speech Recognition API

After we have shipped the unprefixed API (issue 570968) we should figure out what to do with the prefixed API. The API surface is:
webkitSpeechGrammar
webkitSpeechGrammarList
webkitSpeechRecognition
webkitSpeechRecognitionError
webkitSpeechRecognitionEvent

Currently defined in WindowSpeech.idl:

See  issue 726188  for some compat analysis.  Usage is low but non-trivial.  At some point we need to make a call to either invest in consensus-building and unprefixing (issue 570968) or just removal.
