Regression: In chrome://md-settings, text does not get translated to Hindi under 'Languages' section.

Issue descriptionChrome Version: 59.0.3035.0 (Official Build) canary 87c6f931ecc4e25ce694d0c4039d4acdae572b60-refs/heads/master@{#455383} (32/64-bit) OS: Windows (7,8,10) What steps will reproduce the problem? 1) Launch chrome, change browser language to Hindi and relaunch the browser. 2) Navigate to chrome://md-settings, scroll down and click on 'Advanced' link button. 3) Under 'Languages' section, click on 'Language' dropdown and observe Hindi language. 'Google chrome is displayed in this language' text is not translated to Hindi. 'Google chrome is displayed in this language' text should be translated to Hindi. This is a Regression issue broken in M-59 series, will soon update other info Manual bisect: Good build: 59.0.3032.0 Bad build: 59.0.3034.0 Note: Issue is not seen on Mac and Linux OS.
