chrome://inspect?tracing is not working on anrdoid.

Issue description

When I go to chrome://inspect?tracing and click tracing next to the Nexus 5X header, it goes to chrome:/tracing and I record two traces.
One where chrome is sitting idle and one where I navigate to several websites. Under interactions both read idle the entire time. I use the 'web developer' option which contains top level, so that should be enough to populate interactions, correct?

I am not really well practiced in reading chrome traces, so I cannot really dig into it deeper to tell what is going on.
 
I deleted the traces, I looked more at the renderer processes and they definitly contain the desktop traces. I had some a bank website open, so I dont want that up here. I will close it and capture another trace and upload.

I believe this is already fixed by https://codereview.chromium.org/2628863003, does not reproduce for me on ToT on desktop.
