[A11y Assessment - Downloads] Can't access the downloads menu with keyboard/VoiceOver

Issue description

Chrome Version: (copy from chrome://version)
OS: (e.g. Win7, OSX 10.9.5, etc...)

What steps will reproduce the problem?
(1) Enable VoiceOver
(2) Download something and navigate to the downloads bar
(3) Attempt to open the menu options for the specific download 

If you navigate to the downloads bar with VoiceOver, there doesn't seem to be a way to  access the menu options associated with each download (the small arrow button) with keyboard. I can click this and get a menu that opens with options for the download, but I can't focus and interact with this just using the keyboard with VoiceOver. If I focus the download and press enter, it just opens up the download, not the menu options. I should be able to do this with keyboard and VoiceOver. These additional options are essentially hidden to screen reader users.

Yep, this should be OK in the update I'm working on :).
I now see this working in the new version of the downloads bar!
