[A11y Assessment - Omnibox] Permission notification unlabeled image

What steps will reproduce the problem?
(1)Enable VoiceOver
(2) Navigate to permission.site
(3) Click on the notification button 

Observe that the bell icon has no label, so VoiceOver reads "image". We should probably just add empty alt text here since this icon is not critical info.
