Tested this issue on Mac 10.12.3 using chrome reported version #56.0.2924.87 and latest canary #59.0.3036.0.

Following are the steps followed to reproduce the issue.
------------
1. Added chromeVox extension to chrome.
2. Navigated to http://s.codepen.io/irksum/debug/KWaYoe
3. chromevox read it as "tab created".
4. Pressed tab key and hit enter key.
5. Observed that chrome vox read it as "close this dialogue window".

Reporter@ - Could you please verify the screencast and please let us know if anything missed from our side.

Yep if you go to http://s.codepen.io/irksum/pen/KWaYoe
You'll see I'm console.logging it when the modal link is clicked. This
behavior works when chromvox is off, but when the link is selected and
clicked with chromevox on it no longer fires.
