Issue descriptionSteps: (1) Turn on data saver (2) https://googlechrome.github.io/samples/muted-autoplay/index.html (3) See white space instead of video Expected: Video must render. Turning off data saver, and reloading the page fixes it. Probably related to save-data header. Netlog attached with data saver on and off. Reproes on M-55, M-56 and ToT (M-59).

This is likely because autoplay is disabled with data saver ( crbug.com/607551 ). Probably related to crbug.com/649784. The suggestion in crbug.com/649784#c11 sounds like it would work as long as something is rendered so the user knows a video is there (currently it's just an empty white space that you cannot even get a long-press context menu for).

if one adds 'controls' to the html in devtools, then playback can be started manually. so, c#2 sounds reasonable. not an issue with the media player proper, at least. +mlamouri

It's WAI - no autoplay on DataSaver. Jon might have thoughts on how to solve the issue of no controls.

Not using the native controls is quite common. However, once the developer turns off the native controls we cannot disambiguate between no controls (used for ads and background elements) and custom controls (used by many video sites). In practice, I am not sure this happens very often since developers will typically have some controls to start the video in the case that autoplay is disabled. As Avayvod said, this is WAI.
