Autofill dialog is not invoked with "double-tap" on Desktop

Seen on: Chrome OS 59.0.3030.0 canary

When desktop Chrome is used on a touchscreen device, the autofill dialog is never triggered when tapping on a text field.

mathp@, IIUC you are the TL for Autofill. Is this a known issue?

Yes, I just tested with a Chromebook Pixel and I would have expected "double-tap" to trigger the autofill popup (similar to double-click with a mouse).

It's a bug!
