Steps to reproduce: 
launch custom chrome tab, when chrome browser did not launch before.
  
Observed behavior: 
chrome tab wont pop up

Expected behavior: 
User terms and conditions should pop up after the user agree, the chrome tab pop up.

Frequency: 
<number of times you were able to reproduce> 
each time.

Additional comments: 
The chrome tab pop up only after manually launching chrome browser and approving the terms and conditions.
The chrome tab wont return any error and it is not possible to detect this situation.
