Scrollbar appearance zooms with the page on some sites

Issue description

Chrome Version: 56.0.2924.87 (64-bit)
OS: Linux, Chrome OS (maybe others too, I've only tried these two though)

What steps will reproduce the problem?
(1) Open Chrome
(2) Go to groups.google.com (google docs also appears to repro this)
(3) Zoom in to max (i.e. ctrl+ repeatedly)

What is the expected result?

Scrollbar appears, but shouldn't scale with the page.

What happens instead?

Scrollbars get gigantic as I zoom in, see screenshot.

The scrollbar looks fine when zooming in on the same site in Firefox, so it doesn't seem to be a bug with the site itself.

The scrollbar is still usable and everything - it just looks weird.

That does look a little odd and most other non-document scrollbars do not scale that way.

Szager, have you seen this before?

That page is using (non-standard) ::-webkit-scrollbar styles, which apparently chromium will scale with the page.
